Political relations

The United States recognized the independence of the Republic of Azerbaijan on 25 December 1991, a decision that laid the foundation for a partnership shaped by shared strategic interests. With the establishment of diplomatic relations on 28 February 1992, the two countries began cultivating political, economic cooperation, and—most notably—regional energy security, where Azerbaijan’s emerging role as a critical Caspian energy supplier became central to bilateral engagement.

The Embassy of the Republic of Azerbaijan in the United States has been operational since 6 March 1992, symbolizing the early institutional foundations of the bilateral partnership. Pursuant to the Presidential Decree of 26 July 2021, Khazar Ibrahim was appointed Ambassador of Azerbaijan to the United States.

The United States established its diplomatic presence in Azerbaijan shortly thereafter, with the U.S. Embassy in Baku commencing operations on 16 March 1992. The mission is currently led by Chargé d’Affaires Amy Carlon.

Azerbaijan’s diplomatic footprint in the United States further expanded with the establishment of the Consulate General in Los Angeles on 9 August 2005. By Presidential Order dated 18 November 2024, Vugar Gurbanov was appointed Consul General.

To date, the two nations have concluded 86 bilateral documents across diverse fields.

Interparliamentary engagement has also been institutionalized. Since 1997, a working group on Azerbaijan–U.S. interparliamentary relations has been active within the Milli Majlis, currently chaired by Samad Seyidov. Complementing this, the Azerbaijan Caucus has operated in the U.S. Congress since 2004 and is co-chaired by Representatives Steve Cohen (D) and Robert Aderholt (R).

High-level reciprocal visits—both bilateral and within the framework of international organizations—have been a consistent feature of the relationship since 1993. The late President Heydar Aliyev paid the first official Azerbaijani presidential visit to the United States in 1997. The most recent presidential-level visit took place on 22–27 September 2025, when President Ilham Aliyev traveled to the United States to participate in the 80th session of the UN General Assembly.

From the earliest years of Azerbaijan’s independence, National Leader Heydar Aliyev’s visits and diplomatic engagements in the 1990s and early 2000s laid the essential foundations of a durable and strategic partnership with the United States.

Building upon this solid groundwork, President Ilham Aliyev advanced the bilateral relationship to an even more dynamic and strategic level. This evolution culminated most clearly during his working visit to the United States on 7–8 August 2025, undertaken at the invitation of President Donald Trump. The visit carried particular diplomatic significance. In addition to signing a Memorandum of Understanding on the establishment of a Strategic Working Group to prepare the Charter on Strategic Partnership between the Republic of Azerbaijan and the United States of America, the visit also saw the signing of a Joint Declaration by President Ilham Aliyev and Prime Minister Nikol Pashinyan, witnessed by President Donald Trump. The Declaration outlined pivotal decisions on regional peace, security, and connectivity, marking a notable step in reshaping the geopolitical environment of the South Caucasus.

Ministerial visits, together with the active engagements of high-level Azerbaijani officials in recent years, have further reinforced and expanded the bilateral momentum established at the presidential level.

Foreign Minister Jeyhun Bayramov has undertaken multiple visits to the United States, including September 2021 through 2025 on a multilateral basis, as well as visits in May and June 2023 and July 2024, engaging in high-level consultations, regional security discussions, and negotiations related to the Azerbaijan–Armenia peace process.

Hikmet Hajiyev, Assistant to the President and Head of the Foreign Policy Department, undertook official visits in September 2022, May 2024, and September 2025, while Elchin Amirbayov, Representative of the President on Special Assignments, paid a visit in July 2024.
